Castilla y León | Presidency Council

The Minister of the Presidency, Luis Miguel González Gago, the Mayor of Villalar de los Comuneros, Luis Alonso, and the territorial delegate of the Junta in Valladolid, Raquel Alonso, have explored collaboration avenues to ensure the celebration that will take place on April 23 in this Valladolid town and its campsite for the Day of Castilla y León, as it does every year, as well as to ensure its safety.

These discussions between the Government of Alfonso Fernández Mañueco and the City Council of Villalar come after the decision of the board of the Castilla y León Cortes Foundation not to take on the preparation of the Self-Protection Plan for this celebration, nor to provide the necessary facilities.

The Junta de Castilla y León, as it has always stated, remains fully committed to the celebration of the Community Day, also ensuring respect for the traditional commemoration in Villalar de los Comuneros, and promoting citizen participation on this day. Preserving and supporting this celebration is recognizing the importance of our roots and reaffirming our commitment to a lively, strong, and cohesive Castilla y León, advocating for inter-administrative collaboration as the best form of cooperation.

Therefore, the Minister of the Presidency has conveyed to the Mayor of Villalar de los Comuneros the commitment of the Junta de Castilla y León to grant the municipality aid to finance the preparation of the Self-Protection Plan for the April 23 celebration in this Valladolid town, as well as to implement the necessary facilities.

The Self-Protection Plan is a technical document that establishes prevention and response measures to emergency situations that may occur at events with a public influx, as is the case with this celebration. Its goal is to ensure the safety of all attendees.

The direct aid that the Junta de Castilla y León proposes to grant to the City Council of Villalar for this purpose amounts to 120,000 euros, a similar amount to that allocated by the Castilla y León Cortes Foundation last year for this purpose. This aid will be transferred by the Ministry of Environment, Housing, and Land Planning, as the department responsible for Civil Protection of the Junta de Castilla y León.

In addition to this 120,000 euros, there is also another grant of 70,000 euros to the City Council of Villalar for the realization of activities and concerts on April 23: an amount formally requested by the Mayor of the town on March 17, and in this case will be disbursed by the Presidency Council itself. In total, 190,000 euros to contribute to ensuring that all attendees at the Campa can enjoy a day of celebration, music, and activities.

Luis Miguel González Gago highlighted the good rapport with the Mayor of Villalar de los Comuneros during the meeting, and stated, «Villalar de los Comuneros has an ally in each and every member of this regional government, which has once again demonstrated its unwavering support for the celebration of all Castilians and Leonese, of which Villalar is an indispensable and very representative symbol.»

Civil Protection and Health Device

This morning, the headquarters of the Junta’s Civil Protection Agency hosted an internal coordination meeting of its own resources to plan the civil protection and health operation that will be offered to the City Council of Villalar for the celebration. The meeting was attended by the director of the Civil Protection Agency, Irene Cortés, and the territorial delegate of the Junta in Valladolid, Raquel Alonso, accompanied by specialized technicians in civil protection and health.

During the meeting, the necessary protocols within the Junta’s competency were reviewed to ensure that the thousands of attendees expected to come to Villalar can enjoy a festive day without incidents. As in previous editions, a device is planned to be deployed, which in 2024 consisted of 127 people, including medical personnel, and emergency teams that, in addition to healthcare activities, will be responsible for health control, environmental health, food hygiene, as well as setting up a field hospital and an emergency command post.
