La Junta destina 8,7 millones a municipios de Salamanca para gastos e inversiones

The Official Gazette of Castilla y León has published the resolution of the Participation Fund in the Community’s Own Taxes (FIP) and the General Local Economic Cooperation Fund (FCELG), which aim to help local entities cover their daily expenses and promote investment projects that contribute to improving the quality of life for all their residents, with a budget of 8.7 million euros.

All municipalities in the province of Salamanca, as well as the Provincial Council, will benefit from these funds, as stated by the regional delegate of the Junta de Castilla y León in Salamanca, Eloy Ruiz, in a press conference.

Specifically, he mentioned that 63% of these 8.7 million euros (5,502,874 euros) will be allocated to municipalities with fewer than 20,000 inhabitants. Salamanca city, the only municipality in the province with more than 20,000 inhabitants, will receive 16.5% of the funds (1,434,756 euros), and the Provincial Council will receive the remaining 20.5% (1,778,437 euros).

For example, a small municipality like Pedrosillo de los Aires, with 314 inhabitants, will receive a total of 9,451 euros from the Junta de Castilla y León. On the other hand, a municipality like Linares de Riofrío, with 913 inhabitants, will receive 20,209 euros. A larger municipality, such as Carbajosa de la Sagrada, with 7,636 inhabitants, will receive 195,898 euros.

Within all the assistance made available by the Council to municipalities and provincial councils, the General Local Economic Cooperation Fund is the most substantial, allowing communities to undertake more ambitious investments for the benefit of all residents. In Salamanca, it amounts to 6.8 million euros, as indicated by the Salamanca delegation.

Eloy Ruiz, the regional delegate of the Junta de Castilla y León in Salamanca, pointed out that «this fund helps all municipalities undertake investments to modernize their infrastructure and provide services to residents.»

Ruiz emphasized that this fund «reaches all municipalities, from the smallest to the capital city, and in the case of towns with fewer than 1,000 inhabitants, it allows them to allocate funds as needed, providing relief to municipalities with tight budgets.»

He reiterated that «the Junta de Castilla y León is committed to the interests of citizens regardless of their place of residence, establishing financing plans that reach everyone. Providing services in our towns is essential to maintain and, if possible, increase the population,» he said.

The General Local Economic Cooperation Fund has different types of actions to finance, distinguished by their objectives and beneficiaries. Firstly, municipalities in Salamanca with a population of fewer than 1,000 inhabitants will receive 2,044,787 euros. This line of funding is unconditional, allowing these municipalities to freely allocate the received funds for investments, covering operating expenses, or carrying out capital or financial operations.

On the other hand, the General Economic Cooperation Fund allocated to municipalities with populations between 1,000 and 20,000 in Salamanca amounts to 2,258,087 euros. This money must be used for sustainable investments, focusing on minimum and mandatory municipal infrastructure and equipment that comply with environmental protection, social improvement, and sustainability.

Additionally, 2,512,491 euros are assigned to the General Local Economic Cooperation Fund for the City Council of Salamanca, the only municipality in the province with more than 20,000 inhabitants, and to the Provincial Council of Salamanca. Half of the aid allocated to the City Council of Salamanca, 560,940 euros, will be directed towards sustainable investments, while the other half will be for demographic challenges, aiming to promote employment creation and population retention throughout the territory of Castilla y León. Likewise, the Provincial Council can allocate 695,307 euros to sustainable investments and the same amount to demographic challenges.

All municipalities in Salamanca will also receive their share of the participation in the Community’s own taxes, as published in the Bocyl on Wednesday. The total amount for the province of Salamanca is 1,900,711 euros, with 312,876 euros for the City Council of Salamanca, 387,823 euros for the Provincial Council, and 1,200,012 euros for the rest of the municipalities.

Municipalities with fewer than 1,000 inhabitants will receive the income directly from the Ministry of the Presidency without the need for any paperwork, given its unconditional nature.

Municipalities with more than 1,000 inhabitants, the City Council of Salamanca, and the Provincial Council will have 15 business days to submit their application for assistance and the corresponding documentation to the Ministry of the Presidency through the website.
