The Ministry of Agriculture, Livestock, and Rural Development today published in the Official Bulletin of Castilla y León the new call for grants for investments in farms and the incorporation of young farmers within the framework of the Strategic Plan for the CAP 2023-2027.

The Regional Government has today announced in the Official Bulletin of Castilla y León the call for grants aimed at modernizing agricultural farms and establishing young farmers with a total amount of 100 million euros. Applications can be submitted from tomorrow until October 31, 2025, through online channels.

These grants, announced yesterday by the President of the Regional Government, Alfonso Fernández Mañueco, in the town of Quintana del Puente in Palencia, represent one of the main actions of the regional government to promote the professionalization, sustainability, and competitiveness of the agricultural sector.

The call is part of the Strategic Plan for the CAP 2023-2027 (PEPAC) and is co-financed by the European Agricultural Fund for Rural Development (Feader), the General State Administration, and the Castilla y León Community.

Thus, the order includes three types of interventions: establishment of young farmers (prioritized in applications); productive investments focused on the efficient use of natural resources and animal welfare, and finally, grants for the modernization and overall improvement of agricultural farms.

Youth can apply simultaneously for grants for incorporation and modernization of the farm, thus reinforcing the initial boost of their project. In any case, it is necessary to meet the requirements and obtain a minimum score of 8 points.

The grants are also open to young people who join through shared ownership farms, co-ownership, or associative entities, provided they demonstrate their effective participation in the management and capital of the farm.

Less bureaucracy

One of the main novelties of this call is its simplification. As a result of the working sessions of three working groups, promoted by the Ministry and with the participation of representatives of Professional Agricultural Organizations and government technicians, the regulations and the computer application have been improved, and the resolution deadlines have been reduced with less bureaucratic burden.

Furthermore, a historical demand of Professional Organizations in the sector has been addressed by increasing and expanding the reference costs. For this purpose, the participation of professional associations of Agricultural Engineers and Technical Agricultural Engineers was sought due to their knowledge of the sector and independence from the Administration.

In particular, the value of 320 reference costs has been reviewed and increased, and 66 new costs have been added, which results in the simplification of processing procedures, making it easier for the final beneficiary to carry out investments and prepare their grant applications.

Requirements, amounts, and conditions

Among the requirements, applicants must demonstrate agricultural professional training, at least with the certificate of the incorporation course to the agricultural company, and present a technical plan adapted to the requested grant. Young people must detail their production model, economic viability, expected employment volume, and the development strategy of the farm. For modernization investments, it is necessary to specify the technical elements, the planned investments, the environmental impact analysis, and the improvement of the farm’s efficiency.

In the case of young farmers, the average grant in previous calls has exceeded 64,000 euros, which can be increased, for example, according to geographical location criteria, priority status as a member of a regional agri-food associative entity, or if the beneficiary settles in a farm of an owner who is retiring (additional 15,000 euros).

The modernization grants are aimed at actions that include the acquisition of machinery, improvement of facilities, digitalization, energy efficiency, irrigation, animal welfare, adaptation to climate change, or improvement of working conditions.

In addition, priority will be given to sheep and goat milk farms as the first measure of the new specific support plan that the Regional Government will implement to boost this strategic sector.
