The Minister of Economy and Finance, Carlos Fernández Carriedo, has chaired the 5th meeting of the Autoconsumption Board, which calls on the Government to develop essential national regulations that facilitate grid connection and regulate the framework of large-scale industrial self-consumption. The current regulations were approved with small installations mainly for domestic use in mind.
The Ministry of Economy and Finance has developed a ‘Guide to Connecting Industrial Self-Consumption Installations in Castilla y León’ for the region, with the aim of facilitating the connection of large-scale industrial self-consumption within the current regulations, as well as its administrative processing. This document has been prepared in accordance with current regulations, although it is adaptable to any changes that may occur with new regulations approved by the Spanish Government.
Electric self-consumption provides distributed, renewable, and accessible energy that promotes energy and economic savings for households and industries. It also encourages the creation of skilled employment, the consolidation of the population in rural areas, and economic activity.
€15 billion in business investments
Furthermore, the Autoconsumption Board has addressed the urgent need to strengthen electric transportation and distribution infrastructure in both generation and demand, with the aim of attracting business investments and promoting industrial estates.
In March 2024, the Regional Government sent a list of 47 projects with investment interest in Castilla y León to Red Eléctrica de España, totaling over €15 billion, pending the development of new transportation infrastructures awaiting approval by the Spanish Government. Castilla y León, which produces twice the energy it consumes, requires new electric infrastructures to facilitate business investments in the ‘generation kilometer zero.’
€25.5 million in self-consumption investments in government buildings
The meeting of the Autoconsumption Board has reviewed the Implementation Plan for self-consumption installations in government buildings in the Community, with a budget of €20.5 million expanded by an additional €5 million from the FEDER 2021-2027 Operational Program, managed by EREN.
The installations at the University Hospitals Río Hortega in Valladolid, Clinical University in Salamanca and Valladolid, Zamadueñas Complex of ITACyL, Santa Isabel Hospital, Armunia Elderly Care Home, and Eras Health Center in León, totaling 2,255 kW, have been completed. Additionally, work will begin at the Monte San Isidro Hospital in León and the Regional Delegation of the Government in Salamanca for 396 kW.
Furthermore, contracts for installations at the Benavente District Hospital, Los Valles Elderly Care Home, and Benavente Health Center totaling 320 kW are in the adjudication phase, with the Ministry of Economy and Finance’s 200 kW installation set to be tendered soon.
The execution of projects for three hospitals, 12 health centers, five elderly care homes, and four other types of facilities, totaling an estimated 3,860 kW, has been contracted, with construction works to be tendered in the coming months.
These investments in public buildings amount to 7,031 kW, achieving 42.9% of the total estimated for the entire program approved by FEDER, representing €25.5 million in investment and the total installation of 16,470 kW planned.
47% increase in installed capacity in 2024
Castilla y León authorized 5,333 installations with 125.7 MW of photovoltaic self-consumption in 2024, a 47% increase in installed capacity compared to the previous year. The Community now has 20,560 installations with a total accumulated capacity of 390.3 MW.
50,000 technical document consultations
The Autoconsumption Board in Castilla y León aims to promote electric self-consumption by identifying and eliminating barriers that limit its development.
Since the establishment of the Board and its Working Groups in October 2020, the Administrative Processing Guide for Self-Consumption has been downloaded from the website 12,700 times; 1,619 downloads of the Self-Consumption Brochure; 2,747 downloads of the User Guide for Solar Photovoltaic Energy. Individual Domestic Sector Self-Consumption Brochure; 402 downloads of the Dimensioning Recommendations Guide for solar photovoltaic installations for self-consumption in its first year.
Furthermore, the ‘self-consumption without surpluses’ video has been viewed 2,009 times, and the ‘self-consumption with surpluses’ video has been viewed 1,469 times on the YouTube platform.

The Autoconsumption Board for photovoltaic solar energy in Castilla y León includes the Regional Government, electric power distributors and marketers in the Community, installer associations, as well as energy agencies and the Federation of Professional Electricians and Telecommunications of Castilla y León, the Council of Professional Associations of Surveyors and Technical Industrial Engineers of Castilla y León, and the Regional Federation of Municipalities and Provinces of Castilla y León.
