The Ministry of Economy and Finance and the Central Traffic Headquarters (JCT), an autonomous body attached to the Ministry of the Interior, have signed an agreement to modernize and simplify administrative procedures related to the buying and selling of vehicles.

The agreement, signed by the Minister of Economy and Finance, Carlos Fernández Carriedo, and the Director General of Traffic, Pere Navarro Olivella, establishes an exchange of information through telematic means that will directly benefit taxpayers and businesses in the Community.

The objective of the agreement is to improve electronic integration and coordination between both administrations and to be able to carry out the transfer of a vehicle without the need to visit the tax services of the Junta. One of the Junta’s priority areas of action is the reinforcement and continuous improvement of its information and assistance services to taxpayers.

From now on, taxpayers who carry out a vehicle sale or purchase will be able to pay the Property Transfer Tax or the Inheritance and Donations Tax electronically through the Virtual Office of Autonomous Taxes (OVIA) of the Junta of Castilla y León. Once the tax obligations have been met, the Ministry of Finance will communicate this to the Central Traffic Headquarters through telematic means for the change of ownership. The General Directorate of Traffic, once the change of ownership has been completed, will make the documentation available to the new owner for collection.

This simplification of administrative procedures is expected to benefit more than 82,000 citizens per year.

This reinforces the commitment of the Junta to administrative simplification and provides greater guarantee in the protection of personal data, facilitating taxpayers in fulfilling their tax obligations in an agile and efficient manner.

The agreement will be valid for four years, extendable for an additional period of up to four more years, and its monitoring and coordination will be carried out through a Joint Commission. Furthermore, the implementation of the agreement does not incur expenses or economic considerations for either party.
