The forest fire in La Chinita, in the municipality of Navaluenga, Ávila, was declared at 14:10 hours in a wooded area with scattered houses, which led to the rise to the Gravitational Potential Index (IGR) at 15:50 hours and its subsequent rise to Operational Situation 2 at 17:00 hours.

The resources deployed on the ground from the outset to ensure the safety of people correspond to the Civil Protection Operation in Forest Fire Emergencies in Castilla y León (INFOCAL) and the Ministry for Ecological Transition and Demographic Challenge (MITECO). At 18:05 hours, a request for activation of the Military Emergencies Unit (UME) was made

The wind at 26 km/h and high temperatures above 33 ºC hinder the extinguishing of the fire. The southwest wind, with gusts of up to 47 km/h and a relative humidity of around 13%. The weather conditions will persist until 21:00 hours, when the wind speed is expected to decrease to 17 km/h and the relative humidity to increase slightly to 20%.

This is the first Operational Situation 2a declared in Castilla y León with the new Forest Fire Emergency Plan INFOCAL. This allows for the mobilization of the necessary extraordinary means for emergency management.

IGR and SIT

The Forest Fire Operation of Castilla y León (INFOCAL) establishes four IGR levels based on the danger of each forest fire.

IGR 0 implies no risk to the population or assets other than forest assets, and the fire can be controlled with the extinguishing means provided by the INFOCAL Plan of Castilla y León.

In IGR 1, there are circumstances that require measures to protect individuals or assets isolated from non-forest nature; an estimate of taking more than 12 hours to stabilize it; endangered forest masses of more than 30 ha; endangered world cultural heritage; significant impact on natural heritage or the socioeconomy of the area and minor restrictions on the population or minor impact on infrastructure.

IGR 2 implies one of the following circumstances: serious threat to populations requiring population rescue measures or asset protection; may pose a serious risk to the population and non-forest assets; total or partial closure of national or regional roads of special importance or railways; threat to unique facilities; impact on Reserve Zone of protected natural spaces and endangered forest masses of more than 300 ha.

IGR 3 implies a threat to national interest and is declared by the Ministry of the Interior.

The operational situations classify the operational status of the plan in the entire region caused by one or more fires.

The conditions for declaring SIT 1, 2, or 3 are established by the new INFOCAL Plan.

SIT-0

  • Impact only on forest assets.
  • Control with INFOCAL Plan resources or General State Administration (AGE) resources in the preferred operating area.
  • Associated with fires with IGR-0 or some with IGR-1.

SIT-1

  • Severe impact on forest assets.
  • Minor impact on population and non-forest assets.
  • INFOCAL Plan resources or incorporation of extraordinary means.

SIT 2a

  • May seriously affect the population and non-forest assets, requiring immediate adoption of protection and relief measures.
  • Simultaneity and/or spatial concentration of fires IGR-1 and IGR-2.
  • Incorporation of extraordinary means.

SIT 2b

  • Simultaneity of fires with IGR-2 of special severity.
  • Significant impact on 2 or more provinces of CyL, another neighboring autonomous community with CyL, or Portugal.
  • May lead to situations that evolve into national interest

SIT-3

Emergency situation following a declaration of national interest by the Ministry of the Interior.

Fire Situations

  • Active: when flames advance and spread.
  • Stabilized: when, not controlled, it advances within control lines.
  • Controlled: when the perimeter is under control, although there are still flames.
  • Extinguished: when there are no materials in ignition.
  • Conato: when the fire does not exceed one hectare.
  • Large forest fire (GIF): when the fire exceeds five hundred hectares.
