The Junta de Castilla y León has once again requested the Ministry of Transport and Sustainable Mobility to convene the Sectorial Transport Conference and listen to the counselors of all autonomous communities to address the State Transport Map. In a meeting of directors general of Transport, in which the responsible for this area of the Junta de Castilla y León, Laura Paredes, has participated, the «serious interference posed by the draft of the state map in the progress of the regional transport map» has been put back at the center of the debate.
In the Community, Decree 34/2022 of September 15, which approves the public road passenger transport system map of Castilla y León, has been approved, but new contracts have not been able to be tendered due to the impact of the state map, which would lead to the elimination of 474 stops in 346 municipalities of the Community.
Aside from funding, it seriously worsens the quality of service to citizens. Additionally, «in border areas with other communities, it would require setbacks and transfers of passengers.» «They must rethink this model, taking into account the territorial and demographic particularities of Castilla y León, as well as ensuring adequate funding for public transport services in the event that their management is to be delegated to the autonomous communities,» Paredes said. A request that was also conveyed by several autonomous communities to the central government.
In the face of the elimination of stops proposed by the Ministry of Transport and Sustainable Mobility, the Junta de Castilla y León advocates for maintaining 100% of the stops, despite 90% of the routes being deficit.
More collaboration around the ‘Single Ticket’
Furthermore, in the meeting, the directors general were informed about the implementation of the ‘Single Ticket’, starting on January 1, 2026, with the information that it is not a transport title, but a program of assistance with a flat rate.
On this issue, the General Directorate of Transport of the Junta de Castilla y León has expressed concern about its implementation without taking into account the autonomous communities, both from a technological point of view and in terms of compensation to transport operators, given that in Castilla y León, the implementation of the single transport card is already being carried out throughout the Community, and the Ministry has been invited to consider coordination with the communities to implement this ‘Single Ticket’, analyzing the particularities of each territory.
The Director General of Transport and Logistics of Castilla y León has emphasized that the Ministry should «not act unilaterally, but rather in a consensual manner with the autonomous communities.»
