The Innovative Growth Plan, promoted by the Junta de Castilla y León through the Institute for Business Competitiveness (ICECYL), in collaboration with the Family Business of Castilla y León and with financing from the European Investment Bank, has approved and formalized 103 growth projects for SMEs and midcaps worth 218.5 million euros. These operations have mobilized an induced investment of 656.8 million euros, have enabled the creation of 4,621 new jobs, and have contributed to the maintenance of another 12,706 jobs.

With a current endowment of 235 million euros, from the European Investment Bank (EIB) and managed by Sodical, the program offers financing in the form of very favorable participative loans. The signing of another 25 million is planned during this legislative period, with the aim of reaching 260 million euros.

Launched in 2017 and pioneering in Spain, this Plan arose from the need to provide the business fabric with greater capacity for growth, technological adaptation, and internationalization. Its main objective is to promote the competitiveness, innovation, and external projection of companies in Castilla y León, while promoting job creation, reindustrialization, productive diversification, and territorial rebalancing, with special attention to rural areas.

Impact on rural areas

One of the most outstanding aspects of the Plan is its impact on rural areas: 71.8% of the funded projects are developed in rural municipalities, and 64.6% of the jobs created or sustained are also located in these areas. The induced investment in rural projects accounts for 59.7% of the total, demonstrating the program’s effectiveness in its territorial design, aimed at balancing between provinces and strengthening rural areas.

By sectors, the agri-food sector emerges as the main beneficiary, concentrating 43.14% of the total funding granted. This sector, strategic for the regional economy, plays a fundamental role in anchoring the population to the territory and strengthening the primary sector.

The Innovative Growth Plan has established itself as an effective and strategic tool for the economic development of Castilla y León, with a strong impact on employment, investment, and territorial cohesion.
