The auditorium of the Centro Municipal Integrado (CMI) Julián Sánchez ‘El Charro’ has hosted today the draw for the new promotion of 48 protected rental homes, 48 storage rooms, and 52 parking spaces in the Capuchinos neighborhood for, among other groups, elderly or people with reduced mobility.
The Councilor for Development, Fernando Carabias, explained that this promotion is the 66th promoted by the Municipal Housing and Urbanism Patronage (PMVU) of the City of Salamanca, reaching a total of 2,493 homes delivered.
Currently, there are eight public rental promotions with a total of 270 homes, all built following the highest criteria of efficiency and energy sustainability, resulting in energy savings for users. Another promotion is under construction in Pizarrales, so the public rental park will reach 325 homes by the end of 2025. Recently, the Mayor of Salamanca, Carlos García Carbayo, announced the construction in 2026 of a new promotion of 33 homes with 222 parking spaces next to the Television Tunnel.
Fernando Carabias highlighted that the municipal housing policy of the City Council is fully consolidated. “Our homes are in high demand, so I want to remind you that you can apply for them in each call by submitting applications and also through the permanent register of housing demand to be on the waiting list to access the homes that become available,” he added, also recalling the obligation to have requested registration in the Public Registry of Public Housing Demand of Castilla y León, at the time it is communicated by the Patronage the allocation of housing, along with the rest of the necessary documentation.
The result of the draw, which was broadcast live through the City Council’s YouTube channel (it can be consulted on the City Council’s website (www.aytosalamanca.es).
Of the 276 applications received, 250 correspond to homes (187 admitted and 63 excluded after a process of allegations and error correction), who have the preference to also have one of the parking spaces and storage rooms. If among the home assignees the preferential right over parking spaces and storage rooms is not exercised, the vacant spaces will be allocated in order of presentation among 23 admitted applications (1 renounced after the publication of the provisional list and 2 others were excluded as part of a family unit that has already submitted another application).
Details of this new rental housing promotion in Capuchinos
Located on a plot between Puebla de Sanabria, Maragatería, and Villalpando streets, next to a free surface parking lot and a green area, the new rental housing building in Capuchinos has an allocation budget of 5,130,869.81 euros, of which 1,923,600 come from financing with European NextGenerationEU funds within the ‘Programme for the construction of socially rented housing in energy-efficient buildings’ of the Recovery, Transformation, and Resilience Plan, following the agreement signed with the Ministry and the Junta of Castilla y León.
All homes meet the measures and conditions required by the regulations for adapted homes. The new protected housing promotion in Capuchinos is energy-efficient, with 20% less energy consumption than a new building to achieve the same comfort, and with quality materials, following the line of buildings designed by the Municipal Housing and Urbanism Patronage of the City of Salamanca. In addition to photovoltaic panels and aerothermy, all homes have heat recovery systems to ventilate without losing energy.
The building consists of seven floors: two below ground level, a ground floor, three for housing, and a rooftop penthouse.
Basement -2 is dedicated to 25 storage rooms between 5 and 11 square meters of useful area and the location of common building facilities rooms. On the other hand, basement -1 has 23 more storage rooms and 52 parking spaces (4 for people with reduced mobility) with dimensions of 2.30 by 4.50 meters.
On the ground floor, in addition to the entrances to the homes and a garden patio with common living areas.
The first, second, and third floors each have 16 two-bedroom homes with an area between 55 and 61 square meters, all adapted for people with reduced mobility, with a living-dining-kitchen area, bathroom, built-in wardrobe, and balcony-drying area.
Finally, on the fourth floor, there is the penthouse for housing the boiler room and the non-accessible rooftop, only accessible for maintenance purposes.
